美国国务卿马尔科·卢比奥表示，参与结束乌克兰和俄罗斯战争谈判的各方都必须同意任何和解条款，并且“各方都必须做出让步”。
据《卫报》报道，他在周二美俄在沙特阿拉伯举行会谈后发表了这一声明。
卢比奥说，唐纳德·特朗普总统是唯一能给乌克兰带来和平的领导人。
卢比奥说，“重要的是要明白两件事。首先，世界上唯一能做到这一点的领导人，甚至能把人们聚集在一起开始认真谈论这个问题的领导人是特朗普总统。我想说的第二件事是，为了结束冲突，所有参与冲突的人都必须同意；都必须接受。”
他补充说，今天的会议是“漫长而艰难旅程的第一步”。他表示，“为了结束任何冲突，各方都必须做出让步”，但“预先确定这些让步”是错误的。
卢比奥说，“我们的目标是以一种公平、持久、可持续和各方都能接受的方式结束这场冲突。那会是什么样子？好吧，这就是持续接触的目的。”
他暗示欧盟在未来将发挥的作用，称“其它各方也实施了制裁，欧盟在某个时候也必须参与其中，因为他们也实施了制裁。”
U.S. Secretary of State Marco Rubio stated that all sides involved in negotiations to end the war between Ukraine and Russia will have to agree to the terms of any settlement and that “there has to be concessions made by all sides.”
He made this statement following the U.S.-Russia talks in Saudi Arabia on Tuesday, Ukrinform reports, citing The Guardian.
Rubio said that President Donald Trump is the only leader who can bring peace to Ukraine.
“What’s important to understand is two things. The first is [that] the only leader in the world who can make this happen, who can even bring people together to begin to talk about it in a serious way, is President Trump. The second thing I would say is that in order for a conflict to end, everyone involved in that conflict has to be okay with it; it has to be acceptable to them,” Rubio said.
He added that today’s meeting was “the first step of a long and difficult journey.” According to him, “in order to bring an end to any conflict, there has to be concessions made by all sides,” but it would be wrong to “predetermine those.”
“The goal is to bring an end to this conflict in a way that’s fair, enduring, sustainable and acceptable to all parties involved. What that looks like? Well, that’s what this what the ongoing engagement is going to be all about,” Rubio said.
He hinted at a role for the EU further down the line, saying that “there are other parties that have sanctions, the European Union is going to have to be at the table at some point, because they have sanctions as well that have been imposed.”
